9 नवंबर, 1943 को मुलतान (अब पाकिस्तान) में जनम श्री बाली को हमेशा इस बात पर गर्व की अनुभूति होती है कि उनके संस्कारों का निर्माण करने में उनके अपने संस्कारशील परिवार के साथ-साथ दिल्ली विश्वविद्यालय के हंसराज कॉलेज और उसके प्राचार्य प्रोफेसर शांतिनारायण का निर्णायक योगदान रहा।श्री सूर्यकान्त बाली ने दिल्ली विश्वविद्यालय में अध्यापन किया। नवभारत के स्थानीय संपादक (1994-97) रहने के बाद वे जी न्यूज के कार्यकारी संपादक रहे।राजनीतिक लेखन पर केंद्रित दो पुस्तकों—‘भारत की राजनीति के महाप्रश्न’ तथा ‘भारत के व्यक्तित्व की पहचान’ के अलावा श्री बाली की भारतीय पुराविद्या पर तीन पुस्तकें—‘Contribution of Bhattoji Dikshit to Sanskrit Grammar (Ph.D. Thisis)’, ‘Historical and Critical Studies in the Atharvaved (Ed)’ और महाभारत केंद्रित पुस्तक ‘महाभारतः पुनर्पाठ’ प्रकाशित हैं। श्री बाली ने वैदिक कथारूपों को हिंदी में पहली बार दो उपन्यासों के रूप में प्रस्तुत किया—‘तुम कब आओगे श्यावा’ तथा ‘दीर्घतमा’। विचारप्रधान पुस्तकों ‘भारत को समझने की शर्तें’ और ‘महाभारत का धर्मसंकट’ ने नया अध्याय प्रारंभ किया।
